State Representative Gonzalez Toureilles amended SB 98 to authorize the University of Texas System board of regents to operate The University of Texas Health Science Center - South Texas in facilities located within Bee County and Jim Wells County. Establishing the first medical school in South Texas will provide an opportunity for local university graduates to receive a complete medical education without having to travel to another part of the state, increase medical research specific to South Texas, and held address the current medical provider shortage in the area through new faculty and residency positions.
HB 453 authorizes law enforcement agencies to use funds transferred to the agency, after the auction of an abandoned vehicle, to compensate property owners who suffered property damage during a police pursuit.
HB 753 changed the biennial uniform date for electing the district directors of the Goliad County Groundwater Conservation District to November, rather than May. The effective date occurred immediately upon passage, May 12, 2009.
State Representative Gonzalez Toureilles amended HB 3637 to include HB 755. HB 755 authorizes county and district courts to establish a $4 technology fee as a court cost for defendants convicted of a criminal offense in a county, statutory, or district court. The fees collected may be used to purchase and maintain technological enhancements, and to fund continuing education and training regarding technological enhancements for the courts.
HB 1012 contains four pieces of important legislation, including revisions to the Standard Possession Order and the qualifications, standards, and functions of parenting coordinators. In addition, revisions assist military personnel with possession and access issues arising from their deployment, help grandparents and other relatives who have children living with them without formal status as a guardian or conservator, help a sibling gain access to a brother or sister removed from the home by CPS, and clarify the law regarding international child abduction and steps taken for protection from family violence.
State Representative Gonzalez Toureilles sponsored SB 1806. SB 1806 creates a veterinary lien on large animals to secure the cost of veterinary care the veterinarian provided to the large animal.
HB 2572 provides needed clarity and consistency for the rights of gas corporations to use public rights-of way to place pipelines under streets, highways, and streams by gas corporations as is clearly currently provided for gas utilities.
State Representative Gonzalez Toureilles sponsored SB 2423 and was the author of identical legislation in the house, HB 2581. SB 2423 increases the regulation of prescription discount health care cards.
HB 2582 creates a definition for "renewable diesel" to ensure that the production of renewable diesel fuel is encouraged by the producer incentive program created by the Texas Legislature in 2003. The producer incentive program was created to assist and encourage the production of bio-diesel plants in the State of Texas.
HB 2708 allows the Karnes County Hospital District to operate more efficiently and better serve the residents of the hospital district. After the governor signs HB 2708, the district will be allowed to borrow money from a bank or other lending institution and pledge revenues or taxes to secure the debt. Under current law, the hospital district is not allowed to borrow money from a bank or other lending institution.
HB 3140 allows a law enforcement agency to transfer abandoned or forfeited property to a groundwater conservation district to maintain, repair, use , and operate for official purposes, if the property is free of any interest of an interest holder.
HB 3144 exempts from sales taxes tangible personal property installed on farm or ranch vehicles or machinery, tangible personal property incorporated into a structure for poultry carcass incineration, and certain machinery and equipment exclusively used in an agricultural aircraft operation.
HB 4064 allows the Department of Transportation to issue specialty license plates to raise awareness of unknown primary origin. The tragic death of Mrs. Roxie Fine prompted her students to educate themselves and raise awareness within the community about cancer of unknown primary. Mrs. Roxie Fine was a teacher for Family, Career and Community Leaders of America (F.C.C.L.A) in Orange Grove, Texas.
State Representative Gonzalez Toureilles sponsored SB 43 and was author of identical legislation in the house. SB 43 extends the maximum age limit for a student who has been in foster care or other residential care under Department of Family and Protective Services conservatorship to enroll in an institution of higher education and receive a tuition and fee exemption to 25 years of age and allows such a student to enroll in dual credit courses to meet the program criteria.
HB 4070 creates a sales tax exemption for aircraft sold for use primarily in connection with an agricultural use, including predator control, wildlife or livestock capture, wildlife or livestock surveys, census counts of livestock or wildlife, animal or plant health inspections, crop dusting, pollination, or seeding.
State Representative Gonzalez Toureilles sponsored SB 2495 and was the author of identical legislation in the house. SB 2495 requires a member of the board of directors of the Bee Groundwater Conservation District to won land within the district.
